It isn't too little wardrobe. It's too much air.
A down jacket is mostly air. A duvet is almost nothing but air. They still take up as much room as if they were solid — all year, including the eight months you don't touch them.

No. The valve is made for an ordinary vacuum nozzle. A handheld vacuum works too.
Does the vacuum hold, or does it puff back up?
It holds as long as the seal is fully closed and the bag is intact. Almost every case is a seal that wasn't pressed all the way to the edge.
Can I reuse them?
